Job-Hunt Sites Question

This one is short.  Has anyone else noticed that when you go to the big job-searching sites, up to 20% of the "hits" are in the "Make $1,000 per week sitting at home in your underwear" variety?

My question is this: Are those ads always there because no one ever falls for them?  Or are they there because people fall for them all the time?  After all, if you really thought you could chuck your mean old boss and get paid to sit around on your rump, you might actually do it–for a while, until you got tired of feeling unproductive–if the pay was high enough.  Do people truly believe that all this bovine waste product is true?
